Instead of having to upload every file to the servers, then re-downloading them for offline use, I want to just be able to add folders and files to the offline section directly. How can I do this?

If you want to have file/folder locally, just add a local storage folder (for instance on a SD-card). Even these files can be made "offline" but makes no sense, they are already offline.
